Russian betting shops will receive almost 900 billion rubles in revenues in 2022, the government wants to increase betting contributions by 1.5 times by 2024, and the State Duma supported in the first reading laws to combat match-fixing and to increase funding for children’s sports at the expense of bookmakers’ fees. At the same time Primorye has already paid to the treasury 3.2 billion rubles in taxes, and in the Sochi gambling zone has analyzed the behavior of players and named the favorite entertainment guests. the revenue of betting companies amounted to 879.3 billion rubles;
the top three bookmakers by revenue were the brands Fonbet, Vinline and 1xStavka, which accounted for 65% of the market;
the revenue from onshore betting outlets accounted for 8% of the total market and reached 72.8 billion rubles, with only 12 of 20 operating bookmakers having off-line outlets;
sports leagues and federations have received 13.8 billion rubles in contributions from bookmakers, 20% of which goes to support children and youth sports;
the largest amount of contributions from bookmakers has received the federations of table tennis and tennis of Russia, as well as the Ice Hockey Federation;
the pool of sports federations, which receive support from bookmaker contributions, has grown to 121.
A departmental agreement on a bill that would increase bookmakers’ deductions from 1.5 percent to 2 percent by 2030 has led officials to agree that the concept must be changed. It is planned to make two important corrections to the document by the second reading:
the taxes will go up faster than expected – not by 2030, but by the beginning of 2024;
the minimum amount of the bookmaker deductions will increase: from 30 million to 45 million rubles.
In case of adoption of the bill with these amendments the new conditions will take effect from the beginning of 2024.
Russian sports leagues and federations have come closer to a possible expansion of their powers in counteracting match-fixing. A bill allowing leagues and federations to receive information on bets placed at bookmakers’ offices by players, referees, coaches and other interested members of the sport has passed the first reading in the State Duma. If the law is finally adopted, leagues and federations will be able to request this information through the Unified Regulator after submitting a motivated written request.
In the first reading parliamentarians supported the idea of increasing the targeted bookmaker deductions in favor of the development of children’s sports. The regulation provides for an increase in funding from 20 percent to 25 percent of the total earmarked deductions. The remaining 75% will go to professional sports, as well as to finance activities within the framework of specific sports development programs.

At the same time the gambling and tourist complex paid 350 million rubles to the treasury in the first nine months of 2022. The main tax payments come from two hotel complexes with a casino in them – Shambhala and Tigre de Cristal. It is expected that after the construction of all 12 hotels with casinos the tax flow will exceed 5 billion rubles.
Representatives of Sochi gambling zone shared the information about the duration of guests’ stay in the casinos on the territory of the cluster. Analysts have determined that the average guest at the casino spends about four hours. Moreover, tourists spend directly on gambling up to 50% of the time spent in the casino. The remaining 50% of time spent on non-gaming activities: visiting sports competitions and theater productions, dinners in restaurants, etc. These statistics are forcing casino operators to expand the list of non-gaming services. In 2022 alone, revenue from non-gaming services is up 15%.
Analysts also studied preferences of visitors regarding gambling. About 45% of tourists choose slot machines, 28% prefer roulette and poker is the favorite pastime for 25% of the guests. At the same time from 2019 to 2022 the size of the average bet in the slot games has increased by 25%.

analogous to a 7-15% flat tax on temporary income;
a 20% income tax.

The Energy Commission sent a corresponding recommendation on the prohibition of mining in residential buildings to the government. In addition, the same recommendation suggests a ban on mining in areas with a shortage of electricity, including Moscow, Adygea and Kuban. As clarified in the State Duma, the document will be considered within the framework of separate legislative acts.
